mw. dr. ir. D.A. (Daniëlle) Groetelaers

 
Dr. Daniëlle Groetelaers has been working at TU Delft since 1997 (and at the OTB research institute since 2003) in the field of municipal land policy, land policy instruments and land economics. In 2004, she received her PhD for her thesis entitled ‘Legal provisions to facilitate land development. Local authorities’ management opportunities in a changing market situation’. Her research explored to what extent the proposed revisions to land development instruments support local authority practice, given the contextual changes that have taken place. Daniëlle Groetelaers has worked on various research projects looking at the Local Authorities Pre-emption Rights Act (carried out at the request of the Ministry of Housing, Spatial Planning and the Environment). One of these was an evaluation of the act, and another was the use of option agreements and purchase agreements which can lead to exemptions to the act. She has recently been involved in research projects concerning cost recovery in relation to land development, land policy instruments in relation to achieving the goals of the National Spatial Strategy, measuring the price of municipal land issues, market selection in competition in development locations, red-for-green strategies and the effectiveness of municipal land policy. She also helped write an official advisory paper about the land market for the Council for Housing, Spatial Planning and the Environment, and the Policy Document for land policy in Almere.

As a teacher, Groetelaers is involved in the Bachelor’s and Master’s degree programmes in Technology, Policy and Management at TU Delft, as well as Delft’s PhD Start-Up programmes. She is also a BSc-thesis, MSc-thesis and PhD supervisor. Groetelaers is coordinator of the European Network for Housing Research (ENHR) Working Group ‘Land Markets and Housing Policy’ and she is editor of the Dutch property law journal 'Vastgoedrecht'.
