Herman de Wolff works as an assistant professor in the Geo-information and Land Development research group. He teaches and conducts research in the area development and land policy sectors.

Education:
Since 2004 the OTB Research Institute has been providing teaching within one of the four application domains within the Systems Engineering, Policy Analysis and Management degree programme, namely the Land Use and Development domain (LUD). I coordinate these educational activities and teach part of this programme myself. Besides this I am actively involved in teaching outside the university, in the field of ‘post-initial education’.

Most important research activities:

  • Cluster coordinator of the LUD domain at the Faculty of Technology, Policy and Management
  • Module manager of SPM9755, Regional Land Development
  • Teacher in SPM1710 Systems in the field of land use and spatial development, and SPM3730 Policy, Economics and Law in the LUD domain (responsible for the land market section)
  • Thesis supervisor (in the degree programmes Architecture, Civil Engineering, and Systems Engineering, Policy Analysis and Management)
  • Project leader for post-initial education, including course in Economics of Real Estate for national government and in the company training programme Arcadis Master's course Urban Development
  • Various contributions to study days

Research:
Recent years have seen many developments in the field of land policy and area development, caused in part by the introduction of new instruments, by new roles being taken on by the sector players and also by changed policy objectives. My research focuses on the relationship between policy instruments and the possibilities for practical implementation. My special area of attention here is the set of instruments for land policy. I have been project leader for a large number of research projects and I have contributed in the specialist fields of land policy, area development and public-private partnership. In this capacity I regularly work with companies outside TU Delft.

Some examples of completed projects:

  • Research into a legal regulation of Urban re-allotment or joint private urban renewal
  • Research into the German law on pre-emption
  • Research into municipal land issue (including the future of the Hague land issue system)
  • Research into regional cost recovery and settlement: the possibilities of the Land Development Act and research into the funding of regional developments resulting from land development
  • Various research projects relating to the Municipalities (Preferential Rights) Act (focusing on basic positions, evaluation etc.)
