Dominic Stead heeft een masterstitel (MSc) in milieuwetenschap behaald aan het Imperial College, Londen (afgestudeerd in 1988), een masterstitel (MA) in stadsplanning aan de University of the West of England, Bristol (afgestudeerd in 1995) en is gepromoveerd (PhD) aan het University College Londen (1999). Hij begon zijn carrière als onderzoeker aan de School of Town and Country Planning van Bristol Polytechnic (nu de University of the West of England, Bristol) in 1990. In 1996 werd hij benoemd tot onderzoekslid van de Bartlett School of Planning, University College Londen. In 2001 stapte hij over naar het Onderzoeksinstituut OTB van de Technische Universiteit Delft nadat hij de prestigieuze Marie Curie Postdoctoral Research Fellowship in de wacht had gesleept.
Zijn onderzoeksfocus is het analyseren van beleid en beleidsvorming processen, met name in relatie tot ruimtelijke planning en transportbeleid. Hij heeft ruime ervaring met pan-Europees vergelijkend onderzoek naar ruimtelijke beleid, waaronder diverse internationale onderzoeksprojecten die mogelijk zijn gemaakt door ESPON, INTERREG en EU Framework Programma’s. Recente ESPON-projecten waarbij hij betrokken is geweest zijn project 1.1.2 (relaties tussen stad en platteland in Europa), project 2.3.1 (toepassing van de ESDP), project 2.3.2 (beheer van gebieds- en stadsbeleid) en project 3.3 (regionale aspecten van de Lissabon- en Göteborgstrategie). Hij is ook betrokken geweest bij twee kleinere ESPON-INTERACT projecten: een op het gebied van transport- en communicatienetwerken en de andere over polycentraliteit en relaties tussen stad en platteland. Recent onderzoek dat verband houdt met het INTERREG programma is de bijwerking van de tussentijdse evaluatie van het INTERREG IIIB programma voor Noordwest-Europa en de synthese van de voornaamste onderwerpen, lessen en conclusies van het INTERREG IIIB URBAL project.
Hij is momenteel betrokken bij twee onderzoeksprojecten meegefinancierd door the EU Kaderprogramma voor onderzoek. Het SUME-project (Sustainable Urban Metabolism for Europe) heeft te maken met het verbruik van grondstoffen in stedelijk ontwikkeling en hoe stedlijkbeleid het gebruik van deze resources meer efficiënt kan maken. Het SUPER-CITIES project (Sustainable Land Use Policies for Resilient Cities) verkent de robuustheid, overdraagbaarheid en duurzaamheid van recente ruimtelijke beleidsinstrumenten voor het beheer van stedelijk ontwikkeling.
Hij is ook opgetreden als speciaal adviseur van het UNECE/WHO-Europe Transport, Health and Environment Pan-European Programme en expert reviewer voor het EU CIVITAS Programma dat voor duurzaam en energie efficiënt vervoer in Europese steden staat.
Hij heeft veel artikelen gepubliceerd in diverse boeken en internationale tijdschriften, waaronder Built Environment, Cities, Environment and Planning B, Innovation – the European Journal of Social Science Research, International Social Science Journal, Local Environment, Planning Practice and Research, Planning Theory and Practice, Town Planning Review, Transport Policy, Transport Reviews en Transportation Planning and Technology. Hij is als redacteur betrokken geweest bij drie boeken: ‘European Transport Policy and Sustainable Development’ (2000, Spon), ‘Policy integration in practice’ (2004, Delft University Press) en 'Transition towards Sustainable Mobility'  (2012, Ashgate). Hij is momenteel lid van de redactieraad van twee tijdschriften: Planning Practice and Research en European Journal of Transport and Infrastructure Research.
Dominic Stead heeft begeleid undergraduate (bachelor) en postgraduate (master en PhD) studenten op het gebied van governance, duurzame ontwikkeling en de vergelijkende analyse van stedelijke, regionale, nationale en transnationale planningbeleid en beleidsprocessen. Hij staat open voor sollicitaties van nieuwe PhD studenten op dit terrein, in het bijzonder projecten met een focus op een of meer van de volgende dimensies: Europeanisering, policy transfer, planning culturen, padafhankelijkheid, urban resilience en stedelijke metabolisme.
