prof. dr. W.K. (Willem) Korthals Altes

Willem Korthals Altes (1964) is sinds 1997 hoogleraar Grondbeleid bij de TU Delft bij de sectie Geo-informatie en Grondbeleid; Sinds eind 2003 maakt hij deel uit van de directie van het Onderzoeksinstituut OTB. Zijn centrale werkveld is het grondbeleid, mede in samenhang met ruimtelijke ontwikkeling. Hij levert een bijdrage aan het onderwijs op het domein Ruimte: Gebruik en Ontwikkeling binnen de opleidingen Technische Bestuurskunde (BSc) en Systems Engineering Policy Anlysis and Management ( MSc) bij de Faculteit Techniek Bestuur en Management. Daarnaast levert hij ook een bijdrage aan postinitieel onderwijs, zoals de cursus Vastgoedeconomie voor de Raad Vastgoed Rijksoverheid, die vanuit het OTB tussen 2004 en 2010 7 keer is verzorgd en de Arcadis Mastercourse Urban Development.
Tussen 1995 en 2003 werkte hij bij Ecorys-Kolpron als (senior)consultant en later als partner.
In 1995 is hij gepromoveerd bij Prof Dr. A. Faludi aan de Universiteit van Amsterdam op een proefschrift over het nationaal ruimtelijk beleid.
Tussen 2003 en 2009 was hij lid (en vanaf 2006 voorzitter) van de wetenschappelijke stuurgroep van het BSIK-programma Vernieuwend Ruimtegebruik van Habiforum.

Hij is betrokken geweest bij talloze onderzoeksprojecten in de praktijk. Voorbeelden hiervan is onderzoek rond financiële onderbouwing van stedelijk vernieuwingsbeleid, de evaluatie van de Wet voorkeursrecht gemeenten. Hij is op diverse wijze betrokken geweest bij vragen rond kostenverhaal en verevening, bijvoorbeeld onderzoek naar regionale verevening in relatie tot de grondexploitatiewet (voor het Ministerie van VROM en later ook voor een coalitie van VNG/NEPROM/IPO), onderzoek naar de open ruimte heffing, de concentratie van verspreid liggende glastuinbouwbedrijven, en onderzoek over kosten en kostendragers ten behoeve van de commissie Koning. Het kader van onderzoek van gemeentelijke rekenkamers of rekeningencommissies heeft hij werkzaamheden verricht in de gemeenten Amsterdam, Enschede, Rotterdam en Tilburg. Naast onderzoek zijn ook adviserende werkzaamheden uitgevoerd, zoals een advies over meer ontwikkelingsgericht werken binnen DLG, en voorbereidende werkzaamheden voor de voorbereiding van een nota grondbeleid in gemeenten als Almere en Almelo.
